The University has updated its Pandemic & Communicable Disease Emergency policy consistent with Office of State Personnel and UNC General Administration requirements. The revised policy is available on the Office of Human Resources Web site at http://hr.unc.edu/Data/SPA/leave/cd.
POLICY SUMMARY
The purpose of this policy is to outline the personnel provisions that apply during a public health emergency declared by public health officials, including:
- Designation of communicable disease mandatory employees (CDMEs)
- Compensation for CDMEs during a public health emergency
- Accounting for and compensation during absences
- Emergency furlough provisions
This policy applies to all University employees. Leave and additional compensation benefits may apply to employees in certain appointment types as defined in the policy.
COMMUNICABLE DISEASE MANDATORY EMPLOYEES
Communicable Disease Mandatory Employees (CDMEs) are employees who perform functions that are absolutely essential to the continuation of core University operations and to providing patient care during a potential multi-week public health emergency when classes and most other University activities have been suspended. A memo regarding the designation of CDMEs was distributed to campus administrators earlier this week. Those employees who fall into this category must be notified by their management of their status as soon as possible. CONDITION LEVELS
In order to communicate emergency status to employees, the Pandemic & Communicable Disease Emergency policy operates under condition levels similar to those used with the Adverse Weather policy:
- Condition I: Classes held, Offices open (regular operations)
- Condition II: Classes canceled, Offices open
- Condition III: Classes canceled, Offices closed; mandatory employees report to work
The Pandemic & Communicable Disease Emergency policy includes two additional Condition Levels:
- Condition IV: Emergency furlough of non-mandatory employees; mandatory employees report to work
- Condition V: Complete closing of the University; emergency furlough for all employees
Condition Levels will be communicated to employees through the same channels as Adverse Weather communications (UNC homepage, Adverse Weather and Emergency Information Line [919-843-1234], WUNC, etc).
